There are several fast track options for contracting with IBI

USAID’s Active Communities – Effective States Indefinite Delivery Indefinite Quantity Contract
(ACES IDIQ)

2021-2028

The ACES IDIQ contract, issued by USAID’s Center of Excellence on Democracy, Rights, and Governance (The DRG Center) of the Bureau for Development, Democracy and Innovation (DDI) in September of 2021, provides USAID and other development practitioners with analytical and technical support to strengthen governance and rule of law, civil society and media, elections and political transitions, human rights, and related issues.  

 

The contract includes small business contracting provisions which will allow USAID offices to quickly access the IBI ACES consortium’s high-quality services. All task orders under $5 million must be set aside for small businesses and any task order that meets certain conditions may be set aside for small businesses.  

USAID’s Monitoring, Evaluation, and Learning Indefinite Delivery Indefinite Quantity Contract
(EVAL ME II IDIQ)

2020-2027

The EVAL ME II IDIQ contract, issued by USAID’s Bureau for Policy, Planning and Learning in September of 2020, facilitates efficient procurement of monitoring, evaluation, and learning (MEL) projects for USAID missions globally. EVAL ME II allows for exclusive solicitations to small business awardees of the IDIQ, helping missions meet their small business procurement goals.

(PFM II IDIQ)

2018-2025

 

The PFM II IDIQ contract issued by USAID’s Bureau for Economic Growth, Education, and Environment (E3) in August of 2018 contains provisions under which any USAID Contracting Office can expedite procurement of IBI's services through small-business set aside exemptions.

Oasis Pool 1 – subcontractor to Vysnova Partners

 

IBI is a subcontractor to Vysnova Partners on the GSA OASIS Small Business Pool 1 Multiple Award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. OASIS Pool 1 is a government-wide contracting vehicle, spanning 28 North American Industry Classification System (NAICS) Codes. This mechanism provides extensive opportunities for small business utilization, with a small business size standard of $14 million. Core technical areas under this mechanism include:

  • Program management services

  • Management consulting services

  • Logistics services

  • Engineering services

  • Scientific services

Oasis Pool 3 – subcontractor to IM Solutions

 

IBI is a subcontractor to IM Solutions on the GSA OASIS Small Business Pool 3 Multiple Award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. OASIS Pool 3 offers substantial opportunities for small business utilization with a small business size standard of $35.5 million. This IDIQ covers three NAICS codes, primarily focused on engineering services for the military, energy sector, and marine and naval architecture.

PFM II IDIQ – subcontractor to DAI

 

IBI is a subcontractor to DAI on the Public Financial Management II IDIQ, issued by USAID’s Bureau for Economic Growth, Education, and Environment (E3) in August of 2018. This vehicle allows USAID contracting offices to procure services in the areas of economic growth and governance to a limited pool of prequalified contractors.

USAID's Human and Institutional Capacity Development for non-Critical Priority Countries (HICDpro for non-CPCs) Indefinite Delivery Indefinite Quantity Contract

2013-2018

The HICD IDIQ allows Contracting Officers to follow simplified acquisition procedures which provide for short technical and cost proposals, with the Contracting Officer having the discretion to decide how much documentation (above a minimum requirement)  is needed to assess technical capability and cost.
