IBI seeks a qualified software developer/vendor for ASEAN e-CO Backup System

The ASEAN Policy Implementation Project (API) invites you to submit a Proposal to a Request for Proposal (RFP) for Technical Assistance for the Philippines’ Bureau of Customs (BOC) for the Development and Implementation of an Electronic Certificate of Origin (e-CO) Backup System.

API is seeking proposals from qualified software systems developer/integration vendors to develop and implement the e-CO Backup System (Management of both Inbound and Outbound e-CO Modules) using the BOC API Routing Platform. This would allow the electronic exchange of the ASEAN Trade in Goods Agreement (ATIGA) Form D data from the Philippines to other the ASEAN Member States (AMS) using the ASEAN Single Window (ASW) gateway and National Single Window (NSW) enabling platforms of AMS.


The interested Offerors are invited to submit a proposal in accordance with the requirements set out herein. Proposals must be received by the API Project no later than 17:00 hrs. (UTC+7), September 9, 2022.

This technical assistance intends to award a fixed-price contract for this activity with an estimated start date of October 1, 2022.


The proposals may be submitted in Philippine Peso or U.S. Dollars, proposal quoted in Philippine Peso will be paid in U.S. dollars using the prevailing bank exchange rate on the date of the payment. IBI requests that all bidders examine the specific requirements contained here and prepare responses pursuant to the terms of this RFP.

Please note that if the proposal is received after the deadline or if it is incomplete, it will not be accepted or considered.
