IBI Selected as a Holder of Public Financial Management II IDIQ
IBI is pleased to announce the award of the U.S. Agency for International Development’s (USAID) Public Financial Management II Indefinite Delivery Indefinite Quantity (PFM II IDIQ) contract. The five-year PFM II IDIQ has an overall ceiling of $475 million.
The PFM II IDIQ was issued by USAID’s Bureau for Economic Growth, Education, and Environment (E3) to address four factors that are keys to USAID’s goal of achieving broad-based, equitable economic growth: (1) increasing and expanding human capacity; (2) improving the policy environment to promote efficiency and economic opportunity for all members of society; (3) sound management of institutions; and (4) good governance.
The PFM II IDIQ is a follow-up mechanism to USAID’s PFM IDIQ during the period 2013-2018. The PFM IDIQ was used by USAID missions and offices around the world to implement projects in public finance and fiscal policy, trade and regional integration, and governance and legal regulatory environment. USAID seeks to expand upon the work under the previous PFM IDIQ, and to support new initiatives in economic growth, domestic resource mobilization, macroeconomic and sectoral policies, financial sector and regulatory issues, budget formulation and execution, improved economic governance and anti-corruption measures, and strengthening trade and investment policies.
IBI held the original PFM IDIQ, and implemented eight task orders for USAID under that mechanism. Highlights of IBI’s work under the PFM II IDIQ included the following:
Contributing to increased domestic resource mobilization , while lowering the time and cost of doing business, by implementing trade facilitation and customs reform activities in Bangladesh, Timor-Leste and Ukraine;
Supporting transparent and efficient governance by advising the government in Ghana using information technologies to manage public finances;
Conducting risk assessment of public financial management systems in Honduras;
Helping improve key financial and administrative functions of the National Election Commission (including procurement of ballots) in advance of Liberia’s 2017 presidential election
Improving the IT architecture of payment systems and inter-governmental communication in Guinea.
On these and other projects, IBI has received consistently high marks in USAID’s key performance areas of quality of product or service, cost control, timeliness, management, and compliance.

Like the previous PFM IDIQ, PFM II provides for a small-business exception to standard process, which allows USAID staff to quickly issue new contracts and to meet their set-aside goals. Under this provision, IBI has been able to provide USAID clients the quality services of large firms with the agility, care, and attention of a small business.
