Big News from IBI

IBI is pleased to announce two exciting changes as we continue to expand our technical and geographic reach.

First, we welcome the addition of Mr. Bob Reschke as IBI's new Vice President for Programs! Bob will be joining our home office on June 1, 2015. He is a leader in the field of international development who brings senior-level strategic analysis, and a strong background in public sector reform, decentralization, and organizational development for improved governance. In his new role, Bob will provide high level oversight of IBI’s governance portfolio and lead new business developments to help IBI continue to grow. A summary of his career is below.

Second, IBI is expanding by opening a new branch office in Accra, Ghana! As we build on the many successful projects we have led in West Africa and throughout the continent, we are establishing this branch office in the important hub of Accra to enable us to forge even more effective local partnerships. IBI’s President and CEO, David Colvin, will relocate to Accra with his family in August 2015 to lead this initiative over the next few years.

Meet Bob Reschke, IBI's new Vice President for Programs

Mr. Reschke has over 20 years of professional and executive-level experience as an educator, program manager and growth leader. Having taught Political Science at Moorhead State University and the University of Nebraska, he made the transition from academia to U.S. Government contracting, coupling his experience with his organizational ability to provide learned support to numerous international programs. Selected for a finite consultancy at PAE Government Services (PAE) placing election supervisors in post-war Bosnia and Herzegovina, Mr. Reschke was retained and successfully captured an ensuing five-year contract. He became Project Manager for the U.S. State Department’s Rapid Expert Assistance and Cooperation Teams (REACT) contract. Posted to the U.S. Mission to the Organization for Security and Cooperation in Europe (OSCE), he was tasked with the primary responsibility of recruiting, nominating and supporting U.S.-citizen experts deployed to OSCE missions. He was subsequently named Director of Governance and Institutional Development, the PAE global operational unit charged with delivering on U.S State Department and USAID contracts, primarily in post-conflict environments to include the Balkans, Afghanistan, Iraq and sub-Saharan Africa. Mr. Reschke was later elevated to the role of Vice President at PAE, assigned primarily to strategic growth initiatives, corporate focus opportunities and proposal development.

Early in his contracting career, Mr. Reschke was a Project Manager at ARD Incorporated (now Tetra Tech International Development). He managed a long-term USAID IQC fiscal decentralization task order in Rwanda. In Bangladesh, he identified local partners and personnel contributing to a USAID decentralization task order award. Additionally, he coordinated a series of USAID analytical governance and conflict assessments and project evaluations in Egypt, Eritrea, Georgia, Guatemala, Haiti, Kosovo, Madagascar, Mali, Mexico, Nepal, Nicaragua, Nigeria, Pakistan, Romania, and Zambia.

Mr. Reschke earned a Bachelor’s Degree in Political Science from the University of Rochester. His graduate education included successful completion of the Hoover Institution Summer Program in International Politics, Stanford University. He received a Master’s Degree in Political Science and completed his studies for the Doctoral Program in International and Comparative Politics at the University at Buffalo.
