Burundi Mineral Policy and Regulatory Framework Reform

IBI is assisting the Burundian Ministry for Energy and Mining in reforming the mining legislation. In the diagnostic phase IBI studied thoroughly the legislation affecting mining, looked at mining exploitations and potentialities as well as its environmental and socio-economic impact. After consulting various stakeholders including local communities in mining areas, IBI produced a report highlighting gaps and contradictions of the current regulation, focusing particularly on mining taxation, environmental protections and small scale mining. Based on recommendations drown from this report, IBI’s team is working with the Ministry to produce a draft for a new Mining Code and a template for Collective Agreements. We are concentrating on including measures for small scale mining, clarifying mining taxation and putting in place financial and regulatory tools to protect the environment from mining pollution and reclaim mining sites after exploitation. Our input also includes new processes for consultation of local communities. Finally, IBI is organizing a one week comprehensive training session in Bujumbura for civil servants of the Ministry of Energy and Mining to strengthen their knowledge and skills on small scale mining negotiation, good financial management practices and environmental taxation.
